Yes, default CW messages are stored in config files.
If use change some of them, it is saved in currently opened log file (.dxn).

Also, if you're in the network (for multi op), you can synchronize all
messages on all stations by simple click in menu on
Options->Networking->Synchronize CW messages.

Also, default CW messages can be defined in config file based on some
conditions (based on EXCHANGE box in config screen).
One of the examples of such practice is WAG contest, where DL stations
should send RST + DOK, and all other stations
sending RST + SERIAL NUMBER..

In v2.0.10 it is configured for all stations the same, but with v2.0.11
there will be changed WAG.txt config file with following lines:

So, default messages are defined first.
And afterwards comes filtered message (in example above if EXCHANGE field
is field with DX, bottom set of messages will be used)..
