[DXLog.net - Support] CW Speed

Hi Vic...

Yes, in current version it is just used to change the speed of manual
keyer, but it isn't synchronized with RATE window, so you can
use lower/higher speed keying with manual keyer, and regular speed from
DXLog.net...
This speed isn't shown in rate window but it will be soon.
