[DXLog.net - Support] DXLog.net version 2.3.13 available

Hi all.

Version 2.3.13 is now available for public download now.

New rules for RSGB contest are implemented, as well as some other fixes.

Work on other things for 2.3.14 is already in progress, so hope to have
that release available during next week.

Also, DXLog Antenna Server software should be included in public release
during this month with more info how to make that setup working.
