[DXLog.net - Support] How does the Rate window decide if a QSO is Run or S&P?

Hi Martin.
Basically, currently this is calculated based on qso frequency and for each
hour.
So, if we have 3 or more qsos on same frequency in same hour, we assume
this is RUN frequency.
Otherwise it is S&P.
Frequency isn't rounded, so, basically if it is changed (in data contest
based on vfo frequency +/- decoder frequency), this can lead to
marking some QSO's as S&P.
Most probably, I have to round frequency a bit, so small changes on the
frequency wouldn't have influence to this, and in such case, this
calculation should be much more accurate.
