[DXLog.net - Support] DXLog.net version 2.3.16 available

Hi everyone.

DXLog.net version 2.3.16 is now available for download at
http://dxlog.net/sw
Few new functionalities in this version, but more important a lot of code
optimization and
cleaning was done in last few months.
There was a lot of issues with regional settings and SortedList object,
which is now changed
to Dictionary object instead. A lot of testing was done to be sure this
will be OK. In case of any
strange issues, let me know.

- Winkey init bytes changed to work correctly with Flexradio.
- ARRL DX contest config Cabrillo output fixed for Multi op stations. (TNX
OM3BH)
- Flexradio API included - used for sending spots.
- New menu option added: Commands->DX Cluster->Send spot to SmartSDR.
  When checked, it will send all spots and bandmap additions to SmartSDR
bandmap.
- Replaced SortedList object with Dictionary because of regional settings
and threading issues.
- Russian WW RTTY Contest - received oblast field was read only. Fixed.
