[DXLog.net - Support] CQWW RTTY

Hi Neil.

Yep, this isn't implemented in current version, but as database with 
USA-VE states/provinces is already included in DXLog.net,
it should be easy to add.

Just have to check it here, and new config for CQ WW RTTY will be 
included in next release, so this will be enabled.
It will work automatically for cluster spots too.
